SOLUTION: When the virtual computer device which controls multiple operating systems determines an operating system to be run next, a priority means 13 selects the operating system with high priority by comparing priority elements stored in a storage means 12 and an execution determining means 11 runs the operating system. At this time, the operating system with the high priority is selected according to the priority elements which are execution elements by the operating systems, execution priority levels by the operating systems, task priority levels of tasks which can be executed on the operating systems, time slice execution time by each operating system, etc.
