PROBLEM TO BE SOLVED: To detect a movement with a high precision in a short operation time. SOLUTION: With respect to a noticed pixel of a prescribed noticed frame out of a plurality of frames in time series, the evaluation value for each of a plurality of movement directions is calculated on the basis of pixels existing in the movement directions of the plurality of frames. The plurality of movement directions are weighted and added with the evaluation values for them as weights, and the direction obtained as the result of this addition is regarded as the final movement direction of the noticed pixel.
