摘要 <p>PROBLEM TO BE SOLVED: To obtain stable image quality by providing a code quantity calculation section that uses 2nd priority different from 1st priority in addition to a selected quantizer and a code quantity calculation section using 1st priority calculated in response to a characteristic of a block to the high efficiency coder so as to realize improvement of the image quality thereby avoiding overflow. SOLUTION: A 1st priority calculation section 103 calculates the 1st priority in the unit of blocks from block information in a state of a received original and received block information after orthogonal transform. Second priority calculation sections 106, 108 change the received 1st priority into a specific priority to generate the 2nd priority. First coding sections 104, 105 use a quantizer decided by an offset given by the 1st priority to quantize the received orthogonal transform data to calculate a code quantity of the block. Second coding sections 107, 109 use a quantizer decided by an offset given by the 2nd priority to quantize the received orthogonal transform data to calculate a code quantity of the block.</p>
