PROBLEM TO BE SOLVED: To surely supply cooling water to components by arranging equipment in normal service at higher position than emergency equipment. SOLUTION: The equipment is provided with a circulation pump 1 supplying cooling water to normally used equipment 3 at a high position and emergency equipment 4 at a low position, a heat exchanger 2, a pressurized surge tank 6 connected to circulation pump suction side, a feeding water supply device 30 to the pressurized surge tank 6, a pressurizing device 50 for the pressurized surge tank 6, a valve 54 releasing pressure in the pressurized surge tank 6, valves 21, 22 and 24 opened and closed for supplying cooling water to the equipment 3 used in normal time and to the emergency equipment 4 to be used in emergency time and pipe 10 to 15, supplies cooling water to the normally used equipment 3 in the state that the pressurized surge tank 6 is pressurized, and supplies cooling water to the emergency equipment 4 by opening the valve 54 and releasing the pressure in the pressurized surge tank 6 in an emergency.
