PROBLEM TO BE SOLVED: To provide a plant controller capable of reducing costs by reducing the number of waiting side CPUs and also operating and monitoring the plant even during a periodic inspection period of the plant controller including a process input-output device. SOLUTION: Distributions B1 to BN respectively having a CPU 1 connected to a network 14 through a master card 13 are connected through the network 14 to process input-output devices 11 which are connected to a plant to be controlled and constructed so as to input and output process information, perform arithmetic processing on the process information, also when abnormality takes place in the distribution B1, the abnormality is transmitted to the distribution B2 through a signal line 15 transmitting abnormal information by connecting the distributions, and the distribution B2 performs the processing of the distribution B1 as well as its own processing.
