PROBLEM TO BE SOLVED: To provide a cipher communication system permitting to reduce management load generating associated with changes in composition such as move or addition of users when plural different ciphering algorithms are used in concatenation. SOLUTION: A cipher communication channel control device 106 gives an information categorization ID to each ciphering device beforehand, and when a Japan administration client 104 and a U.S. accounting client 108 make access to a Japan personnel server 101, and Japan accounting servers 102 103, cipher concatenation is executed via a cipher gateway device 105 by using the information categorization ID given by the cipher communication channel control device 106.
