PROBLEM TO BE SOLVED: To detect a movement with a high precision and to simplify the circuit constitution. SOLUTION: A dynamic area discrimination circuit 62 uses one field difference value and three frame difference values to detect a dynamic area. Pixel data of an inputted field and pixel data stored in field memories 51-1 and 51-2 are used to calculate the field difference value and one frame difference value (a). Two other frame difference values are already calculated before calculation of the frame difference value (a). Therefore, they are not newly calculated, and the discrimination result of the dynamic area obtained from already calculated values is stored in a memory 81 for dynamic area discrimination. The dynamic area discrimination circuit 62 uses the discrimination result stored in the memory 81 for dynamic area discrimination to discriminate the dynamic area.
