PROBLEM TO BE SOLVED: To more accurately reflect the operation characteristics of a secondary battery and to monitor and control charge and discharge state by updating a reference full charge capacity so that it becomes the same as the full charge required capacity of a current cycle when an average voltage value lower than a lower-limit full discharge voltage value. SOLUTION: A microcomputer 16 inputs instantaneous voltage and current from a peripheral circuit 13 and generates data for monitoring and controlling the charged and discharged state of a secondary battery 11. Then, when the average voltage value of the secondary battery 11 for the current cycle becomes lower than the lower-limit full discharge voltage value by a capacity learning program, the reference full charging capacity of the current cycle is updated so that it becomes the same as the full charge required capacity of current cycle, thus reflecting discharge characteristics with a large change for time on the reference full charging capacity and hence monitoring and controlling the charged and discharged state of the secondary battery 11 by precise data. |
