PROBLEM TO BE SOLVED: To supply an image with satisfactory stability by monitoring an output of compression data and updating a compression rate, in response to a period from end of the output of compression data by one image pattern until a succeeding frame. SOLUTION: The end of an image(EOI) detection circuit 11 monitors an actual data stream outputted at a video signal output terminal, so as to discriminate whether or not transfer of a compression code is finished, while an image pickup element drive circuit 9 causes an image pickup element 2 to operate for a prescribed time period, independently of whether a video output is finished. A compression processing section 8 updates the compression rate in response to the result of detection.
