PROBLEM TO BE SOLVED: To obtain a transmitter that generates a transmission frequency with enhanced accuracy. SOLUTION: A local oscillator 36 oscillates a local oscillating frequency f3 that is a fixed frequency and a local oscillator 37 oscillates a local oscillating frequency f4 that is a variable frequency so as to generate a transmission frequency fTX in one transmission frequency band in compliance with the PDC communication standards. Furthermore, the local oscillator 36 oscillates the local oscillating frequency f3 that is the variable frequency and the local oscillator 37 oscillates the local oscillating frequency f4 that is the fixed frequency so as to generate the transmission frequency fTX in the other transmission frequency band in compliance with the PDC communication standards. The variable bandwidth of the local oscillating frequency f3 oscillated by the local oscillator 36 is the frequency band corresponding to the other transmission frequency band only so that the variable frequency band width can be reduced.
