PROBLEM TO BE SOLVED: To provide an image monitor that can identify a person in a monitor area with a small calculation amount independently of a direction of the person. SOLUTION: A monitor image input section 2 receives an image within a monitor area and stores the image into a monitor image storage section 3. A personal area detection section 4 detects a personal area from the received image, extracts an image in the detected personal area and stores the image into a personal area image storage section 5. A dictionary image storage section 7 stores a personal area image having been detected by the personal area detection section 4 before as a personal dictionary image. A similar image retrieval section 6 retrieves an image similar to the personal area image detected newly by the personal area detection section 4 from the personal dictionary image stored in the dictionary image storage section 7 and discriminates that the personal area image detected newly and the retrieved personal dictionary image indicate the image of the same person when a personal dictionary image similar to the personal area image detected newly is retrieved.
