PROBLEM TO BE SOLVED: To speedily discharge gas staying in a pipe to the outside while accurately grasping whether or not gas is present in a supply system for hot water by controlling the opening and closure of a discharge valve according to a pressure signal and the driving time of a pump. SOLUTION: When the pressure value in a pipe is less than a specific value, the pump 5 is placed in operation and when the pressure value exceeds the specific value within a certain time, it is judged that pipes 3A and 5 and a boiler 4 are filled with hot water and water. When the specific value is not reached although the pump 5 is placed in operation, a vending stop signal is outputted to stop electrifying a heater H2. Then an air valve 26 is opened and then closed 26 after the pump 5 is placed in operation for several seconds. The pump 5 stops three seconds after the air valve 26 is closed. If the pressure value does not reach the specific value although the operation is done, the air valve 27 is opened and then closed after several-second operation of the pump 5. When the pressure value exceeds the specific value after this operation, control over the heater H2 is restarted according to the temperature detection signal of a temperature sensor 4C to control the temperature of the boiler 4 to a specific value.
