PROBLEM TO BE SOLVED: To conduct transition by a 3rd fade-over signal, when applying fading from a 1st video signal to a 2nd video signal. SOLUTION: After a 1st control variable (x) is completely decreased, that is after a 1st input signal A is faded out, a controller 15 gradually increases a 2nd control variable (y) with respect to a 2nd signal control means 12 up to a maximum value. Thus, the 2nd input signal is faded in. In this process, the controller 15 generates a 3rd control variable (z), with respect to a 3rd input signal C of a mixer unit 1. The controller 15 causes a 3rd control variable (z) to increase with respect to the 3rd input signal C within the same range where the 1st control variable (x) is decreased. Then in the case of starting fading to the 2nd input signal B, the controller 15 again causes the 3rd control variable (z) to decrease.
