PURPOSE: A communication system between a road and a vehicle for fabricating a traffic information system is provided for obtaining a new traffic and road information with respect to a driver of a vehicle which runs on a certain road section in which a control is needed from a traffic information center, distributing a traffic load based on time and space and controlling a traffic complex with respect to a certain road. CONSTITUTION: An address unit(301) designates an address of a road section divided into a certain road unit. A modem(101) communicates a data with a host computer(100) of a traffic information center. A central processing unit(201) controls the system in a certain region in accordance with the data received through a communication modem. Light emitting units(401,402 and 40n) emit light in accordance with a control of the central processing unit. A controller(601) controls the patterns of a color and blinking operation of the light emitting unit.
