PROBLEM TO BE SOLVED: To obtain a smooth image, while reducing power consumption in response to a moving quantity of an object. SOLUTION: The electronic image pickup device is provided with an image pickup element 1, that applies photoelectric conversion to the optical image of an object and provides the output of the image in response to a read rate, an image processing section 6 that applies image processing to image data outputted from the image pickup element 1, a recording medium 7 that records the image data processed by the image processing section 6, a motion detecting section 2 that detects the moving amount of the object on the basis of an output of the image pickup element 1, and a frequency control section 3 that continuously changes the frequency of a clock generated from a clock generating section 4, outputs the clock to the drive circuit 5 to change a read rate of the image pickup element 1 in response to the moving quantity detected by the motion detection section 2, and outputs a system clock, which is used for processing of the image processing section 6 and recording to the recording medium 7.
