PROBLEM TO BE SOLVED: To obtain a technique capable of detecting only a specific moving object among moving objects within a designated monitoring area without a malfunction. SOLUTION: This device is provided with a blocking means 20 which divides a display area with area lines to provide blocks, a moving object detecting means 23 which detects only objects imaged by a monitoring camera that move over a plurality of blocks as a moving object, a reference setting means 24 which preliminarily sets from the number of blocks necessary to display at a far place to the number of blocks necessary to display at a near place on the basis of the magnitude that displaces in the case a preliminarily specified object needing monitoring moves within a display area, and a comparison operating means 25 which compares the number of blocks needed to display the size of moving object moving over a plurality of blocks at the block arranged position with the number of necessary blocks set to the same position as a block arranged position in the reference setting means and detects it as the specified moving object when they are the same number.
