PURPOSE: An input buffer in semiconductor devices is provided to be capable of stably operated when the input buffer is used in semiconductor devices since it is not influenced by VDD noise and VSS noise. CONSTITUTION: An input buffer in semiconductor devices includes a TTL inverting buffer(21) for inverting/buffering an input signal(INPUT) of a TTL level that is applied from the outside of semiconductor devices to a pad. The first inverting driver(23) inverts/buffers the output signal of the TTL inverting buffer(21). The second inverting driver(25) again inverts/buffers the output signal of the first inverting driver(23) to generate an internal signal(OUTPUT). A current supplier(27) supplies a current to an output terminal(X) of the TTL inverting buffer(21) in response to the input signal(INPUT) and the output signal of the first inverting driver(23).
