PURPOSE: An apparatus and a method for processing a packet data in a full-electronic exchange are provided to simplify call-processing procedures by exchanging packet data using an additional message switch. CONSTITUTION: In each subscriber matching sub-system(210,250) multi-connected to a connection network controlling sub-system(230) including a message switch(242) for switching packet data in the space switch(240), the subscriber connection parts(212,252) are individually connected to a multiple number of subscribers. A time switch(214) provides a call path between the originating subscriber and the terminating subscriber by providing with a time divided channel to the subscriber connection part. The packet processors(216,256) configure the data from the time switch into a packet data and provide it to the other party through the message switch as well as demodulate the packet data of the other party sent from the message switch into the original data.
