PROBLEM TO BE SOLVED: To obtain, at a low cost, a recording clock signal generator capable of producing a recording clock signal accurately synchronized with the rotation of a recording medium even in the case crosstalk from adjacent groove tracks is in existence. SOLUTION: The device is provided with a data recording track wabbled by a wobble signal having a specific frequency component, and the device bears the timing information for recording the data on a DVD-R 31 whereon a prepit having the specific phase relation with this wobble signal is formed. In the case of outputting a recording clock signal phase-synchronized with the wobble signal, the phase of the clock signal is adjusted on the basis of the phase difference signal between a signal corresponding to the wobble signal extracted from the groove track and a prepit signal detected from the area between the groove track which is a data recording track and the adjacent groove track.
