PROBLEM TO BE SOLVED: To provide a construction method by which the service lives of water containers can be prolonged by adjusting the quantities of the water poured in the containers to appropriate values at the time of constructing a heating and cooling structure using the water containers. SOLUTION: Water containers are arranged in a space section partitioned by partitioning members (floor joists) 52 in the floor of a house and water WT is poured in the containers through the pouring sections WBb of the containers. In this case, transparent plates 3 are arranged across the partitioning members 52 so as to confirm the contacting states of the containers with the plates 3 through the plates 3 which change correspondingly to the poured state of the water WT. Since the transparent plates 3 is positioned at the same positions as those of floor boards installed afterward, the contact of the water containers with the transparent plates 3 becomes equivalent to the contact of the containers with the floor boards. When the water is poured in the containers, the containers are sealed up by forming sealing sections WBc at pouring sections WBb by means of a thermally welding device. In addition, the lengths of the containers are adjusted and, at the same time, the water pressures in the containers are prevented from being applied to the sealing sections WBc by folding the pouring sections WBb to the main body sides. The flooring work of the house is completed by installing the floor boards in such a state.
