PROBLEM TO BE SOLVED: To provide a mirror having an enough function as a mirror, a hydrophilic function of the surface and long duration of the hydrophilic function. SOLUTION: This hydrophilic mirror is produced by successively forming a film 2 having a refractive index n1 at 550 nm wavelength, a film 3 having a refractive index n2 at the above wavelength, a titanium oxide film 4 having a refractive index n3 at the above wavelength, and an overcoat film 5 on one principal face of a glass substrate 1. The refractive indices n1, n2, n3 satisfy the relation of n1>=n3>n2. The mirror has >=70% reflectance of visible rays for the incident light entering the film surface side.
