PROBLEM TO BE SOLVED: To solve a problem of selecting a faulty AIS frame even when an original active route is normal so long as the faulty AIS frame continues (until AIS is detected) in a transmission system of a redundant configuration including the active route and a standby route. SOLUTION: A changeover control section 410 uses information outputted respectively from a changeover trigger detection section 408 that detects a changeover trigger from a phase matching section 101 in a reception node that matches a phase of a signal from a route X with a phase of a signal from a route Y and information from a faulty AIS frame detection section 409 that detects a 'faulty AIS frame' and controls a SEL section 411. Though the configuration above, non-break changeover control can be realized.
