PURPOSE: A system is provided save cost and time by eliminating the necessity of masking download program to ROM of a micro computer. CONSTITUTION: A system comprises a micro computer(11) for outputting a control signal for performing downloading of a download program stored in an EPROM(14) when a program download command is transmitted from a personal computer, a decoder(12) for executing a main program or a download program by selecting a flash memory(13) or the EPROM in accordance with a control signal output from the micro computer, and a flash memory(13) for storing a main program and which is used as a data area permitting read and write operations during program downloading from the EPROM, and the EPROM storing a download program.
