PURPOSE: A high polymer electrolyte forming method is provided to be simple and low-cost. CONSTITUTION: The method for forming a high polymer electrolyte for a secondary Li-polymer battery comprises the steps of: making a high polymer film by use of a high polymer material having a polarity of a large dipole moment; and making a high polymer electrolyte by soaking the high polymer film in a lithium soda having a large affinity with the high polymer film during a predetermined time, wherein the electrolyte is heated in a range of 30°C to 60°C during the step of making a high polymer electrolyte.
