PURPOSE: An apparatus and method for operating a portable information terminal are provided to reduce unnecessary power supply by operating on a system in case that a user pushes a determined area of a touch panel for a fixed time. CONSTITUTION: A touch panel coordinate recognition unit(202) recognizes whether a touch panel coordinate value of a system operation area set on a touch panel is pushed. A touch panel pushing time check unit(204) confirms whether the coordinate recognized by the touch panel coordinate recognition unit(202) is pushed for a fixed time. A control unit(206) receives determined signals from the touch panel coordinate recognition unit(202) and the touch panel pushing time check unit(204), and controls a power supply unit(208), which provides the power to a system.
