PURPOSE: A method for outputting messages and alarms is provided to display a selected message among transmitted predetermined messages and prestored messages to inform general people of the selected message, so as to output a predetermined alarming sound according to a user selection to exactly and quickly inform the general people of an urgent message or various announcing messages. CONSTITUTION: A predetermined message transmitted from a police station is stored. An emergent mode or a general mode is selectively set up according to an inputted key signal, and an alarm corresponding to the emergent mode or the general mode is set up. If a present mode is the emergent mode, an alarm of the emergent mode is outputted. If the present mode is the general mode, an alarm of the general mode is outputted. When the predetermined message is stored, the message is stored as removing pre-stored messages with a first-in-first-out(FIFO) system. When the alarms of the emergent/the general modes are outputted, the inputted key signal is firstly decided. If the key signal is a directional key, a cursor is moved according to the directional key. If the inputted key signal is an identifying key signal, an item indicated by a present cursor is decided. A setup routine of the decided item is performed to set up a message, a light, or an alarming sound according to the emergent mode or the general mode.
