PROBLEM TO BE SOLVED: To automatically construct topological information on the basis of configuration information even before a network is constructed. SOLUTION: When configuration information to be set to each interface of equipment on a network is inputted from a configuration information input part 2, a topological information construction part 3 first obtains the network address of a sub-network to which each interface is connected on the basis of an IP address and a sub-net mask in the configuration information. Afterwards, the topological information construction part 3 constructs topology information which indicates that the pieces of equipment which have interfaces of the same network addresses are connected to the same sub-network and that the pieces of equipment having a plurality of interfaces connect the sub- networks of the network addresses of the interfaces the pieces of equipment have with each other.
