PROBLEM TO BE SOLVED: To speedily determine a storing method when a baggage is left by comparing distribution center position information and delivery vehicle current position information and outputting their difference as difference information. SOLUTION: If an unloaded baggage 2 is found at the distribution center 1, a person in charge makes a data read part 31 read vehicle specification information (a) and delivery information (b) represented on the top surface of the baggage 2 in, for example, a bar code. Current position information (c) on the delivery vehicle 4 is registered and stored in a vehicle management information recording part 32 of the position information registration device 3 at the distribution center 1 as position information or passage scheduled position information reported by the driver of the delivery vehicle 4 and the delivery vehicle current position information (c) shows a position different from the position information (d) of the distribution center 1 where the baggage 2 is present. A comparison part 34 compares the delivery vehicle current position information (c) and distribution center 1 position information (d) with each other and the difference is stored as difference information (c) in a difference information storage part 35 and also confirmed at a display part 36.
