PROBLEM TO BE SOLVED: To provide a heat developing device which is capable of uniformly heating a photosensitive heat developable material. SOLUTION: The surface stock of a belt 6b of a belt drive assembly 6 of a heat developing section 200C is formed of a nonwoven fabric and the thermal conductivity of tubes of revolving rollers 4 is specified to <=0.2 W/(m.K). Further, in a preheating section 200C, transporting rollers 14 and 16 preheat the belt while holding the belt with nip parts at >=2 points. In addition, the thermal conductivity of the surface stock of the revolving rollers 4 is specified to >=1.0 W/(m.K).
