PROBLEM TO BE SOLVED: To enable a locating device to cooperate with another system so as to improve the time measurement accuracy in a trouble area locating method by taking in world standard time information for controlling standard time, and correcting data reception time through addition of a delay time for correction to the standard time. SOLUTION: This device comprises a light receiver 1, a locating processor CPU2, a display processor CPU3, a time processor CPU4 and a GPS receiver 5. The CPU4 has a standard time control means which takes in world standart time information presented by the GPS to control the standard time and a time correcting means which corrects a data reception timepice through addition of a delay time for correction to the standard time. The CPU4 performs initial setting of standard time through taking-in of the world standart time. Then, the CPU4 takes in a pulse signal transmitted from the receiver 5 to correct a time difference. Accordingly, the CPU4 can control the standard time accurately.
