PROBLEM TO BE SOLVED: To perform the incidence and emission of a laser beam by a simple optical system using an optical fiber in an apparatus for transmitting laser beam through an optical cell to perform various measurements related to gas or the like. SOLUTION: In an optical cell apparatus, first wedge-shaped substrates 10a, 10b permitting light to transmit are airtightly arranged to an optical cell substrate 1 having a cylindrical measuring region 2 on both end sides of the cylindrical measuring region and second wedge-shaped substrates 11a, 11b are arranged outside the first wedge-shaped substrates so as to be spaced apart from the first substrates by an appropriate distance to form vacuum layers 13a, 13b between the first and second wedge-shaped substrates and these first and second wedge-shaped substrates are arranged in a face symmetric manner so that the transmission surfaces of them do not become parallel and assemblies each constituted by integrating a collimator lens 6 or a focusing lens 6', an isolator 7 and an optical fiber by with attaching member 9 are fixed outside the second wedge-shaped substrates.
