PROBLEM TO BE SOLVED: To continuously control an opening of a nozzle and to efficiently control a combustion by providing a driving means for axially advancing or retracting a telescopic rod toward two nozzles, and advancing or retracting the rod toward the opening to change an interval of tip ends, an area of the opening and a propulsion force. SOLUTION: The propulsion force controller 15 inserts an end of a poppet 011 to a choke 16 of an opening of a nozzle 02. A nozzle control valve for changing an interval between a valve seat provided in the opening with a gas reservoir 012 of the choke 16 and the poppet 011 to decide the opening of the choke 16 and two opposed nozzle control valves 03 are mechanically coupled to a rod 17. A driving shaft 21 is mounted at a rod guide 18 for axially slidably holding the rod 17 and a slot 19 for forming a part of the rod 17 and at an eccentric shaft 20 engaged with the slit 19. Rotation of the shaft 21 is controlled by a stepping motor 24. The interval between the poppet 011 of the valve 03 and the seat is changed to alter an opening area of the choke 16.
