PURPOSE: An interleaving apparatus and a method for serially concatenated convolution coding(SCCC) in a mobile telecommunication system are provided to optimize the performance of SCCC, satisfy distance characteristics and random characteristics, and guarantee a low complexity. CONSTITUTION: An interleaving apparatus and method for serially concatenated convolution coding in a mobile telecommunication system includes a column selector, random address generators(800-803) and an address combiner(840). The column selector selects a predetermined number of columns corresponding to a predetermined size of an interleaver. The address generator generates an address for randomizing a predetermined number of rows corresponding to the size of the interleaver. The address combiner combines the outputs of the column selector and the address generators and generates the combine result as an address for interleaving a coded datastream.
