PROBLEM TO BE SOLVED: To avoid a latency time due to an over-head and to prevent occurrence of frame defects by one storing information to a memory in the case of recording or reproduction and recording or reproducing data from a position on an information recording medium at which data recording or reproduction is enabled after issue of a command. SOLUTION: The device consists of a 1394 interface(I/F) 1 that receives a serial signal from a DV device 7, a disk controller 2 that controls, modulates/ demodulates a flow of signals temporarily stored in a frame memory 6, a recording and reproducing circuit 3 that records/reproduces a DC signal from/to a disk 4, and a CPU 5. In the case of recording the DV signal received from the 1394 I/F 1 onto the disk 4, the disk controller 2 once converts the DV serial signal into a parallel signal, stores the parallel signal into the frame memory 6 in the unit of sectors, and disk controller 2 modulates the parallel signal and the recording and reproducing circuit 3 records the modulated signal onto the disk 4.
