PURPOSE: A safety operating device is provided to stably operate a shift lock device and a key interlock device by operating the key interlock device with a cable type. CONSTITUTION: In starting a vehicle, a shift lock member(22) is pulled by elastically pressurizing an elastic member(32). A detent pin(52) is dropped by pushing a push button(42) of a gearshift lever(40) in a parking range. A lock member(24) is dropped through a guide protrusion(46). The lock member(24) rotates a key lock plate member(26). A key is locked by pulling a key lock cable(56). In dropping the lock member(24) by the detent pin(52), a hanging protrusion(54) is deviated from a parking protrusion(64) and a driver shifts with the gearshift lever(40). In parking the vehicle, a shift lock member(30) is pulled and the gearshift lever(40) is located in the parking range by pushing the push button(42). The detent pin(52) is inserted in the hanging protrusion(54). In releasing the push button(42), the lock member is raised. To locate the gearshift lever(40) in the parking range, the lock member(24) is locked by advancing the shift lock member(30) after pushing a brake pedal. Thereby, a gear shift is not performed though the driver wants to shift. In raising the lock member(24), a key lock cable(56) is released by rotating the key lock plate member(26). The driver separates a key after finishing the starting.
