PURPOSE: A videophone having a function of compressing/encoding a still image transmits high quality images to use it as a terminal of a security system. CONSTITUTION: The videophone having a function of compressing/encoding a still image comprises: an image encoder/decoder(36) for encoding an image input through a camera(10) or decoding a received image signal to provide a monitor(22) with the encoded or decoded signal; a voice encoder/decoder for encoding or decoding a voice signal; a multiplexer/demultiplexer(38) for multiplexing a result encoded by the image encoder/decoder and the voice encoder/decoder or demultiplexing the received image signal and voice signal to provide the image encoder/decoder and the voice encoder/decoder with the multiplexed or demultiplexed signals; and a network connecting part, the image encoder/decoder comprising: a converting part(32) for converting an NTSC/PAL signal input through the camera into a CIF(Common intermediate format), or vice versa; a moving picture codec part for encoding the CIF/QCIF image supplied from the converting part through an encoding way of H.261, H.263, or vice versa; and a still image encoding part(46) for encoding the CIF image into a still image through a JPEG encoding way.
