PURPOSE: A fixed length coding(FLC) system having an asymmetric digital subscriber line(ADSL) subscriber modem is provided to add the ADSL modem to the FLC system necessary for optically cabling subscriber-condensed areas, so as to perform internet connections at a high speed and to secure transparency of voice services. CONSTITUTION: An optical network unit(ONU)(100) has a basic rate interface unit(BRIU)(1), a video channel unit(VCU)(11), a subscriber loop carrier termination/coin phone(ST/CP)(21), and a digital signal level1 unit(DS1U)(31). An integrated service digital network(ISDN) PC(3) and an ISDN phone(4) receive image services or voice services. A combiner(12) combines image services with voice services of the VCU and the ST/CP. A splitter(13) separates the image services from the voice services. A phone(14) receives the separated voice services. A set top box(STB) processes separated voice signals and image signals to supply the signals to a PC(16) or a TV set(17). An asymmetric digital subscriber line(ADSL) transmitter unit at a central office(ATU-C)(41) is added to the ONU. The ATU-C supplies ADSL services through an ATU remote unit(ATU-R)(42).
