A novel powder coating device and method for dramatically improving a coating efficiency representing wt.% of a coating powder layer spread and formed on a coated object based on coating powder sprayed onto the coated object, in a practical powder electrostatic coating process line, wherein the uniformity of a coating thickness formed by heating and baking coating powder layer is improved, a penetrating performance representing a coating forming performance in recesses in the coated object and a spreading-around performance representing a coating forming performance at the rear face of the coated object are improved, and a smoothness on the coating surface is also improved to permit thin-film coating and thereby save on coating materials. Powder coating as a high-concentration continuous powder flow is supplied, an atomized powder 2-phase flow of a powder coating formed by a thin-layer gas shearing layer jet flow faster than the powder flow and cross-colliding in the powder coating flow is carried and charged to form charged atomized coating powder cloud, and an object to be coated is kept in the cloud.
