PROBLEM TO BE SOLVED: To obtain a dot image with satisfactory image quality over the entire density region. SOLUTION: Density region of a received image signal is divided into three: a highlight region, an intermediate tone region and a shadow region, and a dot where number of medium tone gradation pixel/number of highest gradation pixel in a single multi-value dot in each density region is respectively∞to a ratio A, a ratio A to a ratio B and a ratio B to '0' is outputted. Since the ratio of a pixel number of a medium tone gradation to that of a highest gradation in the dot is suitable for each density region, roughness of an image and the instability of a dot density (dot area rate) over the entire density region are suppressed to obtain a dot image with satisfactory image quality.
