PROBLEM TO BE SOLVED: To provide the photosensitive heat-developable image forming material good in surface conditions and superior in storage stability for forming a photographic printing plate (especially for a scanner and an image setter) and for a medical image. SOLUTION: The photosensitive heat-developable image forming material contains (a) a photosensitive silver halide (b) a non-photosensitive reducible organic silver salt, (c) a reducing agent, (d) a binder, and (e) a dispersed antifoggant having an average particle diameter of <=0.3μm and a maximum particle diameter of <=2μm salt, on at least one same side of a support and this antifoggant is composed of compounds represented by the formula in which Q is an alkyl or aryl or heterocyclic group; each of X1 and X2 is, independently, a halogen atom; Z is an H atom or an electron withdrawing group; Y is a-C(=0) or -SO- or a -SO2-group; and (m) is 0 or 1.
