PROBLEM TO BE SOLVED: To efficiently form both of a plurality of bulkheads for sectioning a discharge space in a display panel and a plurality of address electrodes positioned between adjacent bulkheads in each end region of a substrate in an elongated pattern thus improving air permeability between respective barrier ribs. SOLUTION: On a glass-made substrate 21 for forming a plurality of address electrodes 46 and a plurality of wall-like barrier ribs 42 each positioned between adjacent address electrodes 46, a register mask with a predetermined pattern is formed by a first sand-blast-resistance photo regist. Barrier ribs are 42 are formed by sand blast by shielding end region of the mask. A surface of the glass substrate 21 including the end regions is coated with a metal layer, the register mask is removed, and then a second photo regist is coated on the substrate surface. A mask for forming electrodes is formed through diagonal exposure and development of the second photo regist toward both sides of each barrier rib 42, and the metal layer is patterned through the mask to form the address electrodes 46 with terminal electrodes 47.
