PROBLEM TO BE SOLVED: To make payment processing by a teller easy and efficient by automatically issuing a payment ticket having necessary payment information including an amount of money to be paid in response to a payment ticket issue indication. SOLUTION: A keyboard 24 servers as an input operation and payment ticket issue indication part regarding the issue of a voting ticket and performs the input operation regarding the issue of payment tickets including ticket issue indications for the payment tickets. Necessary data including discrimination information of a vending window terminal machine, data on the amount of money handled by the vending window terminal machine, ID information on a teller in charge read by an ID card read part 22, and received amount data on the teller in charge from a central totalization system are stored in a data storage part 25. A payment amount arithmetic part 26 calculates the amount of money to be paid according to the data stored in the data storage part 25 with the payment ticket issue indication from the keyboard 24 and a ticket issue part 27 selectively issues the voting ticket and the payment ticket. A journal printer 28 records contents of the issued voting ticket and payment ticket.
