PURPOSE: A signal treating device for the phase transition of an inputted signal is provided to improve the productivity and to reduce the manufacturing cost of the signal treating device by using a printed circuit board. CONSTITUTION: A signal treating device comprises an input connector(140) for receiving a signal from an exterior. An output connector(150) receives the inputted signal from the input connector(140) and outputs the signal to the exterior. A rotor is provided to receive the rotational force from the exterior. A plurality of fixing members(132,134) are fixed to a periphery portion of the rotor. The fixing members(132,134) have slot portions. A conductive member(160) is connected to the input and output connectors(140,150). The conductive member(160) is rested in the slot portions.
