PURPOSE: An apparatus for recovering oil from styrofoam and waste vinyl chloride (foamed styrol resin) by decomposing the wastes using a thermal decomposition apparatus comprising an agitation shaft of an agitator and a safety valve is provided which is small, light weight, has low running cost and causes almost no environmental pollution. CONSTITUTION: In an apparatus for recovering oil from expended resins by a thermal decomposition method, the apparatus comprises an agitation shaft (15) of an agitator (14) equipped with a pair of impellers (19) for preventing lowering of condensing function and degradation of recovered oil, which is maintained to be higher than a resin solution dissolved in a cracking furnace (11) and to be lower than an outlet of organic vapor; and a safety valve (55) for measuring the discharging weight, controlling the introducing weight to the cracking furnace and the dissolved resin weight and preventing destruction of the cracking furnace by abnormal pressure rise. The inner pressure of the cracking furnace is maintained at 0 to 0.2 kg/cm¬2.
