PROBLEM TO BE SOLVED: To provide a loop forming facility for a thickness reducing press and a loop forming method, wherein a loop shape is quickly and easily formed to a thick plate thickness slab, molding velocity difference and transfer velocity difference due to thickness molding and roll-molding are synchronized and solved, and also temperature lowering of the thickness slab can be prevented. SOLUTION: This facility is equipped with an elevatable loop forming device 35 which is arranged between a plate thickness reducing press 33 for molding a continuously cast slab 31 into a given thickness slab with a pair of upper and lower molds and a finish rolling mill group 34 for continuously rolling the thickness slab arranged and transferred on the downstream side of the thickness reducing press into a rolling material of a product thickness, so as to form a loop shape to the thickness slab transferred therebetween, and a pinch roll 38 which is arranged on the upstream side of the finish rolling mill group and has upper and lower rotatable rolls.
