PROBLEM TO BE SOLVED: To provide thermosetting flat powder coating compositions small in the heat temperature dependency of the gloss of coated films to be obtained and capable of obtaining flat coating films uniform in the gloss and, at the same time, good in the external appearance even when the heating temperature is comparatively low. SOLUTION: A thermosetting flat powder coating composition comprises a carboxy group-containing polyester, an epoxy group-containing resin, a copolymer to be obtained from a styrene monomer and a carboxy group-containing vinyl monomer, and a curing accelerator, and the copolymer has an acid value of the resin solid content of 100-500 and a softening point of 130-200 deg.C and its content is 1-20 pts.wt. based on 100 total of the carboxy group-containing polyester and the epoxy group-containing resin, and the molar ratio of the total amount of the acid groups present in the thermosetting flat powder coating composition to the total amount of the epoxy groups therein is 1/0.6 to 1/1.6.
