PROBLEM TO BE SOLVED: To provide a paper cushioning material free from environmental problem related to waste as a substitute of a PS cushioning material as a sheet- like or block-shaped molded article. SOLUTION: A heat-shrinkable plastic film 12 is superposed on a paper base material having half cut lines 20 or rules applied to the surface thereof so that the stretching direction thereof crosses the half cut lines 20 or rule at a right angle to form a laminate 10 based on paper bonded so that bonded parts hold at least one half cut line or rule therebetween and the laminate 10 is heated at 50-200 deg.C to form a paper cushioning material 1.
