PROBLEM TO BE SOLVED: To permit safe and efficient loading into a counterweight frame so as to reduce operators' physical burdens. SOLUTION: The invention includes a support member 8 installed in a shaft, a hoist 9 supported by the support member 8, and a gripping device 12 supported by the hanger 11 of the hoist 9 for gripping a plurality of weight members 3. The gripping device 12 is provided with a plurality of holding mechanisms 16 whereby the weight members 3 are longitudinally rotatably clamped and held. Thus, after the required number of weight members 3 are transported to near a working scaffold, the support member 8 is rotated to move the gripping device 12 over the weight members 3 and the hoist 9 is operated so that the holding mechanism 16 holds each weight member 3 in a longitudinally rotatable fashion. Next, the hoist 9 is operated again to hang up the weight members 3 at predetermined intervals to one another via connectors 17 and to move the gripping device 2 toward a counterweight frame and the weight members 3 are piled up after being tilted longitudinally and conveyed into the counterweight frame 2.
