PROBLEM TO BE SOLVED: To surely suppress generation of noise by making one of fitting parts of resin or rubber, in the case where either one of a plate shaped member or a pressing member is fixed to a rotary shaft, the other one is supported to a support part of the rotary shaft, and one fitting-in groove and the other projection are fitted to each other. SOLUTION: In a device composed of a plate shaped member 4 and a pushing member for generating a frictional resistance being brought into elastically contact with the plate shaped member 4 at all times, in the case where a fitting groove 5 disposed on one side of the plate shaped member 4 or a base 1 is fitted to a projection 6 which is disposed on the other side, either one contact part of the plate shaped member 4 or the base 1 is made of resin or rubber. Namely, in the case where the projection 6 disposed on the plate shaped member 4 is fitted to the fitting-in groove 5 disposed on the base 1, the projection 6 is covered with a resin or rubber made and detachable snap fit shaped ring 11. The projection 6 is formed in a T-shape so as to prevent slipping-off of the ring 11. The ring 11 is formed in a hollow shape for covering an outer circumference of the projection 6, and a projection part 11a fitted to a lower part of the projection 6 is formed.
