PROBLEM TO BE SOLVED: To supply seawater sufficiently containing dissolved oxgen on the surface of seawater to the bottom of the sea in the inland sea without decelerating the flow of the bottom of seawater in the inland sea. SOLUTION: In a masonry caisson 11 installed in the seaside section and dividing it into the open sea 2 and the inland sea 3, the top width thereof makes larger than the bottom width. A shielding plate 12 is mounted to the top of the masonry caisson 11, a bypass pipe 13 providing one opening 13a as a plumbing port to the top on the open sea 2 side and providing the other opening 13b as the plumbing port to the bottom of the sea on the inland sea 3 side passes through the masonry caisson 11 to arrange, a frame is constituted of precast concrete, and the masonry caisson 11 is constructed. By the constitution, the extinction of sea livings suffered from oxgen starvation can be prevented. The frame can be constituted of precast concrete, and when the masonry caisson is constructed, the masonry caisson can be manufactured within a short period of time, and clean-up capacity can be easily controlled.
